I thought that word-salad was pure gibberish, but there was a signal of the "buzzwords" here. Buzzword Salad is a variety of [word salad] that heavily uses "buzzwords" rather than conventional words. Imagine an ad man or PR hack [speaking in tongues] about the next safe tobacco product in a adversarial CDC report. Imagine an [IPCC] citation, which is legitimate, blurred with the buzz-word salad.
