I think you may be mis-interpreting this - the argument goes thus: when there were 2 or 3 channels attracting all of the TV advertising spend, programme quality was higher and Licence obligations were easily met as Pay-TV companies have increased their audience share, they have not only reduced the value of FTA 'sold air-time' because of a reduction in audience, they have also taken some of the advertising spend to 'subsidise' their subscription rates it is that loss of revenue to the FTA broadcasters that is (partly) responsible for their current problems. ❋ Unknown (2009)
